Overview

Adriano Pilia is Of Counsel at LEXIA in the Administrative Law department and has extensive experience across all aspects of the field, with a particular focus on litigation.

He was a founding partner of Studio di Tolle Pilia & Associati, a Milan administrative‑law boutique that is now part of LEXIA.

He is a highly skilled and widely recognized litigator, assisting public entities and private operators in disputes before the judicial authorities, including in cases marked by high technical and regulatory complexity.

He has developed in‑depth experience in environmental law, urban planning and building law, as well as in public works, public procurement and contracts, accounting liability, and public employment, handling cases with significant economic and institutional impact and defining defense strategies consistent with the substantive implications of administrative choices.

He also provides assistance in disputes concerning commerce, public employment, and administrative and accounting liability, including before the Labour Court and the Court of Auditors, ensuring coordinated technical oversight across different jurisdictions.

Experience

Public Procurement and Public Administration Contracts

The department assists and carries out daily activities in the management of public procurement on behalf of economic operators participating in public tender procedures for the award of services, providing support in the preparation of documentation, handling contracting authority requests, and assisting during the contractual execution phases, enabling operators to successfully award and execute contracts.

Administrative and Accounting Liability

The team has assisted and represented public administration officials or accredited entities before the Court of Auditors in matters of financial liability, in complex proceedings concerning public procurement or the management of public resources, achieving significant victories and consequent dismissals of liability.

Healthcare and Accredited Public Services

The department has for many years provided assistance to managing bodies and operators in the accredited healthcare and social-healthcare sector, including nationally prominent entities and IRCCS Foundations, in disputes relating to the determination and payment of fees and to relationships with the public system. Support continues to be provided to renowned social-healthcare institutions in proceedings involving various types of accredited facilities (including RSA, RSD, CSS, CDI).

Publicly Owned Companies

The department has assisted a major publicly owned company operating in the services sector through a complex crisis phase, characterised by significant debt exposures and intricate disputes. A going-concern arrangement with creditors was managed, with continuous legal support throughout the execution of the plan on complex administrative and public law matters.

Construction, Urban Planning and Commercial Activities

The department has assisted major private operators and institutional investors in the development of real estate transactions, including those involving medium and large retail structures. The team is currently assisting a retail operator in the development of a Large Retail Structure (GSV) in the province of Pavia, fully managing the legal aspects of all construction and commercial proceedings (SUE/SUAP), coordinating with local authorities across the various procedural stages (EIA/SEA, Conference of Services), through to obtaining all permits required for opening.

Real Estate Transactions

The department supports investors and developers in the planning and execution of complex real estate and economic transactions, with particular focus on urban planning, landscape, and regulatory approval matters, including the analysis of municipal and superior-level constraints. The team also manages all contentious aspects, providing support across all civil liability and damages implications that may arise during the various stages of the procedure and/or real estate transaction.
