Marco Luigi di Tolle is Of Counsel at LEXIA in the Administrative Law department and has extensive consolidated experience in all aspects of the field, particularly in out-of-court legal and strategic advisory.
He was a founding partner of Studio di Tolle Pilia & Associati, a Milan-based boutique firm specialising in administrative law, which has since merged into Lexia.
Throughout his career, he has advised public bodies and leading private operators — including hospital authorities, IRCCS Foundations, local health authorities (ASL), municipal and provincial administrations, and construction sector operators — dealing with matters primarily relating to urban planning, environmental law and land governance, as well as healthcare and relations between private parties and public entities.
His professional expertise is of the highest level and is distinguished by his ability to integrate institutional, regulatory and operational dimensions, approaching administrative issues from a systemic perspective that connects planning, management and oversight, with a focus on the organisational and economic sustainability of decisions.
He has held significant institutional positions, has served as a member of various building committees of public bodies, as well as on boards of directors and as a member of Supervisory Bodies pursuant to Legislative Decree 231/2001 in the management of closed-end real estate funds.
From 1999 to 2004, he served as Councillor for Territory and Infrastructure of the Province of Milan. From 2005 to 2009, he was Vice President and subsequently President of the Building Committee of the Municipality of Milan, which also held competences in landscape matters. From 2010 to 2018, he was a Professor at the Faculty of Engineering and Architecture of the University of Pavia, teaching urban planning courses. From 2018 to 2023, he was a member of the Legislative Technical-Scientific Committee of the Lombardy Region, and from December 2018 to March 2019, he served as a Councillor of the Milan Bar Association.
