Marco Martinelli is an expert in administrative law, with a particular focus on public economic law.

He has developed extensive experience in administrative litigation, providing legal representation before the Regional Administrative Courts (TAR), the Council of State, the Court of Cassation, and the European courts, across all areas of administrative law. His expertise includes public contracts (procurements, concessions, and Public-Private Partnerships), strategic infrastructure projects of national importance, services of general economic interest, public entity finance, project financing, energy, urban planning, construction, publicly-owned companies under Legislative Decree 175/16 (the Consolidated Law on Public Companies), procedures for granting public financial aid, and proceedings before independent and regulatory authorities (AGCM, AGCOM, ANAC, ARERA, Transport Authority, CONSOB, Bank of Italy).

He also advises on public law aspects of corporate acquisitions, mergers, and disposals, as well as on privatization of public companies and divestment of public assets. Furthermore, he has gained significant experience in matters relating to the so-called “golden power,” distortive foreign subsidies under EU Regulation 2022/2560, and administrative-accounting liability before the Court of Auditors.

He graduated with honors in Law from “La Sapienza” University of Rome in 2000 and earned a Ph.D. in Administrative Law in May 2006 from the Department of European Law at Roma Tre University.

Since 2003, he has served as a lecturer of recognized expertise at the National School of Administration (SNA). He is also an adjunct professor at Guglielmo Marconi University and a faculty member in several top-tier postgraduate programs (second-level Masters) in administrative law. Previously, he taught administrative law and administrative justice at the Postgraduate School for Legal Professions at “La Sapienza” University.

He regularly speaks at training courses organized by Paradigma S.r.l. and at sector conferences. He has authored numerous articles, essays, and case notes on public procurement, state aid, cultural heritage, public services, and administrative justice.

He is a member of the Administrative Law Committee of the Bar Association of Rome and has been admitted to practice before higher courts since 2015.

He joined LEXIA in January 2025 after practicing law at leading Italian law firms.
