The expansion of artificial intelligence and the growing demand for data processing and storage capacity are accelerating the development of data centers, infrastructures that have become essential for the digital transformation of businesses, public administrations and markets.
Alongside their strategic relevance, increasing attention is being paid to the environmental impact of these facilities, particularly in terms of energy consumption and the use of water resources required to cool servers. The challenge for lawmakers is therefore to foster investment and technological innovation while ensuring high sustainability standards.
Against this backdrop, Lombardy Regional Law No. 11/2026 represents the first regulatory intervention in Italy specifically dedicated to data centers. The new framework aims to provide regulatory certainty for the development of the sector, introducing criteria and tools designed to promote energy efficiency, environmental sustainability and territorial enhancement.
In an interview with Business Community, a magazine for entrepreneurs and managers, Marta Scandroglio, Partner in LEXIA, analysed the main features of the reform, highlighting how the legislation is structured around three key pillars: prescriptive measures, incentives and conditionalities.
