Piano Casa, experts’ view: “It may reshape the market, but implementing decrees will be decisive”

Access to housing today represents one of the main economic and social challenges for major Italian cities, which are called upon to respond to a growing and increasingly diverse housing demand.

In this context, the new Piano Casa, introduced by Decree-Law 66/2026, comes into play. It provides a series of measures aimed at expanding the supply of affordable housing, promoting the redevelopment of existing building stock, simplifying administrative procedures, and encouraging private capital involvement in affordable housing and urban regeneration projects.

The measures outlined by the legislator aim to address an issue with significant social impact, promoting more sustainable urban development models focused on enhancing existing properties. However, as highlighted by Marta Scandroglio in an interview with Economy Magazine, the real challenge will not only be regulatory, but above all related to implementation.

Many of the most relevant provisions will in fact require the adoption of implementing decrees, effective coordination with regional and municipal regulations, and the ability to identify a sustainable balance between public interest and private investment.

For Milan in particular, the issue of changes in land use and the conversion of underutilized tertiary properties could represent one of the most concrete levers to increase housing supply without generating new land consumption.

The success of the Piano Casa will therefore depend not only on the allocated resources, but also on the ability to translate the planned measures into operations that are actually feasible, capable of combining housing accessibility, urban regeneration, and investment sustainability.
